Weather Saturday
Some clouds have been rolling in from the south, but it is still mostly sunny. The National Weather Service is forecasting more of the blue skies through Monday evening, then maybe more precipitation.
We've received more than 5.5 inches of rain since last Sunday, but the total is still well shy of the average annual rain. So don't assume the drought is over becasue of one series of storms.
Snowfall seems to be a minimum of 12 inches and approaching 2 feet in most accessible areas.

Weather Friday morning
Good morning, especially those of you below the Hill. yes we got snow last night and until 15 minutes ago it was still coming down. There about 6 to 8 inches in town and close to 18 to 24 inches in Fern Valley and Pine Cove.
Roads in town have been plowed but not down to pavement, probably because too much prior traffic compacted a layer of snow. But CalTrans is trying to help, see

Thursday Morning Weather
It's wet here. Last night, precipitation fell mostly as rain, near the TC office.
At higher elevations, there is more snow. Nearly a foot of snow in Fern
Valley as you approach Humber Park, word from Pine Cove is about
4 to 6 inches of snow and our northern most
observer near Allendale reports 3/4 of an inch on the ground.
Everyone however says it's pouring outside now.
Since Sunday, Keenwild reports nearly 4.12 inches of rain has fallen.
The rain year total (since July 1, 2009) is more than 12 inches.
See the national Weather Service report below the photo and
a local inclement weather photo has been published on my Web site.

Even Cats and Dogs can't escape the rain
Director Orders Banning Animal Shelter Evacuation
Animal Services Director Robert Miller ordered the evacuation of all animals at the Banning Animal Shelter.
Miller directed a team of animal control officers and animal care technicians to immediately evacuate the shelter due to the oncoming storms.
“The Banning Animal Shelter’s drainage capacity is not adequate to provide a safe or healthy environment in light of the onslaught of heavy rains expected,” Miller said.
More than 100 animals will be transferred from Banning, including seven horses and three goats.
All dogs and cats will be shipped safely to the county’s desert facility, the Coachella Valley Animal Campus in Thousand Palms (72-050 Pet Land Place, Thousand Palms, 92276). The Coachella Valley Animal Campus is north of Varner and just east of Rio Del Sol Road. The number for the Thousand Palms shelter is 760-343-3644.
A handful of animals were sent to the Coachella Valley Animal Campus on Tuesday after heavy rains flooded some of the kennel runs. Usually the kennels can be cleaned up and dried out in short order, but since so much rain is expected today and in coming days, Miller said he didn’t want to put the animals or his employees in any jeopardy.
“Everyone is reporting that these will be some of the most severe storms in quite some time,” Miller said. “It’s our job to make sure we care for our stray and homeless pets the best we can. That’s why we needed to make this unusual decision.”
Residents seeking stray pets from the contract cities of Banning, Beaumont or Calimesa should not go to the Banning Animal Shelter until further notice. As always, photos of stray animals should be available on the Department of Animal Services’ Web site – and the animals transferred to the Coachella Valley Animal Campus will reflect their new, temporary home.

...BIG CHANGES IN THE WEATHER NEXT WEEK...
A SERIES OF STORMS WILL BRING PERIODS OF LOCALLY HEAVY RAIN AND
STRONG WINDS NEXT WEEK WITH SNOW AT THE HIGHER ELEVATIONS.
THE FIRST STORM WILL ARRIVE MONDAY AND BRING RAIN...POSSIBLY HEAVY
BY MONDAY EVENING. THE SNOW LEVEL WILL BE HIGH MONDAY...AROUND 7000
FEET...SO SNOW WILL BE RESTRICTED TO RESORT LEVELS. STRONG GUSTY
WINDS WILL OCCUR LATE MONDAY INTO MONDAY NIGHT. SUBSEQUENT STORMS
WILL IMPACT THE AREA TUESDAY THROUGH FRIDAY AND BRING MORE
RAIN...HEAVY AT TIMES.
THIS ALL WEEK LONG EVENT HAS THE POTENTIAL TO GENERATE RAINFALL OF 5
TO 8 INCHES NEAR THE COAST...AND 15 TO LOCALLY 25 INCHES ON THE
COASTAL MOUNTAIN SLOPES. EVEN THE DESERT LOCATIONS ARE LIKELY TO
RECEIVE BETWEEN 2 AND 4 INCHES OF RAIN.
SNOW LEVELS WILL MOSTLY FLUCTUATE BETWEEN 5500 AND 7000 FEET WHICH
WOULD CONFINE HEAVY SNOW ACCUMULATIONS TO THE HIGHER ELEVATIONS IN
THE SAN BERNARDINO AND SAN JACINTO MOUNTAINS. AROUND 4 FEET OF
SNOWFALL IS POSSIBLE AT THE HEAVIEST LOCATIONS.
WITH THE RAINFALL AMOUNTS EXPECTED...THERE IS HIGH LIKELIHOOD
OF FLASH FLOODING...ALONG WITH MUD AND DEBRIS FLOWS...ESPECIALLY IN
AND BELOW RECENTLY BURNED AREAS. THERE COULD ALSO BE ROCK SLIDES
ALONG MOUNTAIN HIGHWAYS...MAKING TRAVEL IMPASSABLE AT TIMES. THE
THREAT OF FLOODING WILL BE HIGHEST DURING THE SECOND HALF OF THEWEEK AS THE SOIL BECOMES MORE SATURATED.
WITH THE HEAVY SNOW FALL AMOUNTS EXCEPTED...THERE IS A POSSIBILITY
OF AVALANCHES FOR AREAS LOCATED BELOW THE STEEPER SLOPES OF THE
HIGHER SAN BERNARDINO AND SAN JACINTO MOUNTAINS.
THE STRENGTH OF THE JET STREAM DRIVING THESE STORMS IS OVER 200 MPH
AND THE STORMS THEMSELVES WILL BE MOVING RAPIDLY ONSHORE IN QUICK
SUCCESSION.
AS A RESULT THERE ARE LIKELY TO BE STRONG WINDS THROUGH MUCH OF NEXT
WEEK. OVER THE COASTAL WATERS GALE FORCE OR HIGHER WINDS ARE
EXPECTED. OVER LAND...DAMAGING WINDS ARE LIKELY TO PRECEDE THE
ARRIVAL OF EACH STORM. WIND GUSTS BETWEEN 40 AND 60 MPH ARE POSSIBLE
FOR THE COASTS AND VALLEYS...WHILE THE MOUNTAINS AND DESERTS MAY
HAVE GUSTS 60 MPH OR HIGHER.

Stormy Weather Ahead
HYDROLOGIC OUTLOOK
latest NATIONAL WEATHER SERVICE SAN DIEGO CA
1220 PM PST FRI JAN 15 2010
THE INLAND EMPIRE- RIVERSIDE COUNTY MOUNTAINS-
1220 PM PST FRI JAN 15 2010
...EXTENDED PERIOD OF SIGNIFICANT RAIN AND MOUNTAIN SNOW NEXT WEEK
FOR SOUTHERN CALIFORNIA...
A STORMY PATTERN IS SETTING UP ACROSS THE EASTERN PACIFIC OCEAN THAT
WILL BRING PERIODS OF MODERATE TO HEAVY RAIN AND MOUNTAIN SNOW TO
SOUTHERN CALIFORNIA MOST OF NEXT WEEK AND POSSIBLY INTO THE
FOLLOWING WEEK.
A STRONG PACIFIC JET STREAM HAS DEVELOPED OVER THE PACIFIC OCEAN
THAT WILL DRIVE A SERIES OF MOISTURE LADEN STORMS ACROSS SOUTHERN
CALIFORNIA. ONCE THE HEAVIER PRECIPITATION BEGINS MONDAY...IT WILL
LIKELY CONTINUE ON THE COASTAL SLOPES UNABATED FOR MUCH OF THE WEEK
DUE TO UPSLOPE FLOW. AT LOWER ELEVATIONS...BREAKS IN THE RAINFALL
ARE MORE LIKELY WITH THE HEAVIER RAIN ACCOMPANYING FRONTS. TIMING OF
THESE FEATURES WILL BE DIFFICULT DUE TO THE SPEED OF THE JET STREAM
ALOFT.
SNOW LEVELS WILL MOSTLY FLUCTUATE BETWEEN 5500 AND 6500 FEET WHICH
WOULD CONFINE HEAVY SNOW ACCUMULATIONS TO THE HIGHER ELEVATIONS IN
THE SAN BERNARDINO AND SAN JACINTO MOUNTAINS. SNOW LEVELS COULD BE
LOCALLY LOWER OR HIGHER AT TIMES NEXT WEEK WITH SOME OF THE STORMS.
BASED ON HISTORIC PATTERNS...THIS WEEK-LONG EVENT HAS THE POTENTIAL
TO GENERATE RAINFALL OF 5 TO 8 INCHES NEAR THE COAST...TO 20 OR
MORE INCHES ON THE COASTAL MOUNTAIN SLOPES. TYPICALLY WETTER
LOCATIONS ON THE COASTAL MOUNTAINS SLOPES COULD RECEIVE 30 OR MORE
INCHES OF RAINFALL. AT HIGHER ELEVATIONS IN THE SAN BERNARDINO
MOUNTAINS... MOSTLY ABOVE 6000 FEET...4 OR MORE FEET OF SNOWFALL IS
POSSIBLE.
SHOULD EXCESSIVE RAINFALL DEVELOP AS FORECAST...UNREGULATED REACHES
OF MAINSTREAM RIVERS INCLUDING THE SANTA MARGARITA...SAN LUIS
REY...AND SAN DIEGO...ARE LIKELY TO HAVE SIGNIFICANT FLOW BY THE END
OF THE WEEK. DEPENDING ON THE CONDITION OF THE CHANNELS...HEAVY
FLOWS COULD RESULT IN FLOODING OF LOW-LYING AREAS ADJACENT TO THE
RIVERS ONCE UNDERGROUND AQUIFERS FILL. IT HAS BEEN SEVERAL YEARS
SINCE HEAVY FLOWS HAVE DEVELOPED IN THESE RIVERS...SO LOCAL
INTERESTS SHOULD PREPARE FOR POSSIBLE FLOODING...INCLUDING
IMPASSIBLE LOW-WATER CROSSINGS.
IN THE UPPER DESERTS...RAINFALL OF 5 TO 10 INCHES ON THE NORTH
SLOPES OF THE SAN BERNARDINO MOUNTAINS AND 2 TO 4 INCHES IN DESERT
AREAS SHOULD PRODUCE FLOW IN THE MOJAVE RIVER...WITH FLOODING
POSSIBLE THE LATTER HALF OF THE WEEK DEPENDING ON THE RELEASES FROM
SILVERWOOD RESERVOIR AND THE MOJAVE DAM.
IN THE LOWER DESERTS...RAINFALL OF 1.5 TO 3.5 INCHES FOR THE WEEK
ARE EXPECTED. THIS ALONE WOULD CAUSE PERIODS OF URBAN AND SMALL
STREAM FLOODING. HOWEVER THE NORMALLY DRY WHITE WATER RIVER IN THE
COACHELLA VALLEY WILL LIKELY BE FLOWING FROM THE EXCESSIVE RUNOFF
COMING FROM THE MOUNTAINS. THIS WOULD MAKE ROADS CROSSING THROUGH
THE WHITE WATER RIVER CHANNEL IMPASSABLE.
AS THE WEEK PROGRESSES...MOST STREAMS AND NORMALLY DRY WASHES WILL
BE FLOWING. AS THE SOIL BECOMES SATURATED...RECENTLY BURNED AREAS
WILL BECOME SUSCEPTIBLE TO DANGEROUS...LIFE-THREATENING DEBRIS
FLOWS.
PERSONS LIVING IN AND CLOSE TO RECENTLY BURNED AREAS OR IN LOW-LYING
AREAS SUBJECT TO RIVER AND STREAM FLOODING SHOULD STAY TUNED FOR
LATER FORECASTS AND WARNINGS. LISTEN TO LOCAL NEWS MEDIA AND NOAA
WEATHER RADIO FOR UPDATES.

SR 60 Avoid this week end
Please encourage your customers to avoid eastbound SR-60 in Moreno Valley
this weekend. Use I-10 east for detour.
UPDATE
Please make plans to avoid EASTBOUND SR-60
this weekend in the Moreno Valley area.
State route 60
emergency WEEKEND closure
Moreno Valley – Caltrans will begin an emergency project to reconstruct the bridge girder on eastbound SR-60 at Moreno Beach Drive as a result of being hit by an oversized load. In order to complete the bridge repairs a full freeway closure on the eastbound side is necessary. This emergency repair work should be completed over the weekend. Also, please keep in mind that ongoing construction in the vicinity has the eastbound SR-60 connector to eastbound I-10 reduced to one lane. Traffic in this area can become very congested, especially on weekends. Caltrans recommends using alternate routes for travel east of Calimesa.
LOCATION | DATE | TIME | CLOSURE |
Eastbound SR 60 Moreno Beach Drive, Moreno Valley | Friday, 1/8, 8 pm to Monday, 1/11, 5 am | Friday, 8 pm until Monday, 5 am | FULL CLOSURE (eastbound direction only) Detours signs will be posted. |
Motorists are advised to know before you go and choose alternate routes before you travel. USE I-10 TO TRAVEL EAST OF THE PROJECT LOCATION. Efforts are being made to accelerate the work and reopen the highway as soon as possible.
If you travel to the project limits you may be directed back westbound on SR-60 to alternate routes.

Daily News!
We will endeavor to post a new story daily. This will be posted in a new blog, entitled "Daily News".
This blog is different from "Breaking News". We will try to limit the latter to suddenly occurring, unexpected and highly important news to share. Examples would include school closings, weather, fires, accidents and situations that immediately affect us on the Hill.
The "Daily News" will be stories that will appear in the next print issue of the paper. They may be an early version and the story is further developed for the print version. Sometimes the story might be simply notice of important community meetings occurring that week, for example, the Historic Preservation meeting or Assemblyman Nestande's Town hall meeting.
No more meeting agendas will be appearing in the "Breaking News" blog. Plus we provide a guarantee that something new will be online every week day and sometimes on weekends.
